My dear James,
A friend of mine, Mr. James Chapman[4] has asked me to give the bearere [sic] of this a Mr. Whistler a letter of introduction to you. It appears that Mr. Whistler is an artist and that it is of consequence to him to get the sanction of the Board of? [sic] Works[5] to a certain window from the construction of which he is now debarred. Mr. Whistler is sanguine of being able to explain the matter to you so as to gain your support. I hope therefore that you will be able to grant him an interview.
