Possibly Pierre-Etienne Théodore Rousseau (1812-1867), painter and etcher [more], but possibly a mis-spelling of Theodore Roussel (1847-1926), painter and print-maker [more], since he was closely associated with JW at this time and designed special decorative mounts and frames for his prints.
