It is all right about the certificate -
Webb came last night after all - He was very nice indeed - But wishes by hook or by crook to get that lease - He knows one
of or two members of the Board and will do what he can - Flower he had seen - but he said the case was different as Flower could afford to wait having his own money - I will tell you all the conversation when I see you -
[p. 2] The upshot being that he Webb is with us and distinctly not against us - I said to him "The builder is ready for another payment - and Godwin is to give him the certificate I believe tomorrow - of course you will not hesitate for [a] moment about paying it?" to which the Dook replied - Oh certainly not that will be all right I will pay it - -
In short all the certificates will be paid as they are presented - Webb said that there should be no hitch on his part now - The building shall be paid for right through - But I have promised that you will see Vulliamy - and make friends with him -

Either George Webb (b. ca 1835), of G. and W. Webb. lawyer [more], or William Webb (b. ca 1851), of G. and W. Webb, lawyer [more]. He was trying to get the lease approved by the Metropolitan Board of Works for JW's new house, the White House being built in Tite Street.
