Bernard Bolingbroke Woodward was Librarian in Ordinary to the Queen at Windsor Castle.

Life:

Woodward was the founder of the Fine Arts Quarterly Review, which ran from May 1863 to June 1867, and for which W. M. Rossetti wrote. He was also a member of the Burlington Fine Arts Club, of which Whistler was a member until his resignation in 1867.
