Identity:
Richard Westacott was the American Vice-Consul General in London from about 1902, and knew JW at that time (Henry White was then First Secretary).
Life:
Westacott appears to have been a keen supporter of the ex-patriate American Society in London and to have mixed freely in artistic and theatrical circles.
