Edward Ernest Foxwell was an economist and writer on railways.
He took a 2nd in Moral Sciences at Cambridge in 1874. He was Professor of Economics and Finance at the Imperial University of Tokyo, 1896-1899.
He apparently heard JW's Ten o'clock Lecture in 1885. His correspondence is in the Library, St John's College, Cambridge, according to the National Register of Archives.
