Life:

Cooper became inspector general of the Confederate Army, and was the author of A Concise System of Instructions and Regulations for the Militia and Volunteers of the United States, 1836. In 1864, AMW took advantage of his military position, and secured through his influence the shipment of goods from England to New York.
