William Arthur Chapman was a civil servant and playwright. He was the son of Samuel Chapman, the Deputy-Marshall of the Queen's Bench Prison. He married Florence Juliet Kerrison (d. 1914), the daughter of William Kerrison.
Chapman was educated at St Omer in France and at Syndney College in Bath. He entered the Admiralty as a Clerk in 1867 and was appointed head of the Record Office in 1899. He was the author of Plays and Lyrics. His address in London was 62 Lancaster Gate.
