Thomas MacDonald Waller was a politician and diplomat. He married Charlotte Bishop.


Waller was called to the Bar in 1861 and practised for some years in New London, CT. He soon rose through the ranks of the state legislature to become Governor of Connecticut from 1882-1884. This was followed by a stint as U.S. Consul General in London from 1885-1889 (it was at this time that he knew JW). In 1893 he was Democrat Commissioner to the Chicago Coumbian Exposition.
