Commodore Casto Méndez Nunez became commander of the Spanish navy in Chile in 1866, at the time of the dispute between Spain and Chile, when Whistler visited Valparaiso.
He was appointed Captain of the French-built ironclad Numancia, the most powerful ship in the Spanish navy, on 20 December 1864. He succeeded Pareja and was promoted Commander in Chief on 11 June 1866. Méndez Nunez became a national hero in Spain, after his attacks on Valparaiso and Callao.
