Jesse D. Collings was an MP. In 1858 he married Emily Oxenbould, the daughter of Edward Oxenbould of Birmingham.
In 1868 Collings was a town councillor for the Edgbaston ward of Birmingham. He was appointed Chairman of the Free Libraries and Art Gallery Committee in 1872 and Mayor in 1878. In 1880 he was the Liberal M.P. for Ipswich and from 1886 to 1918 he was the Liberal Unionist MP for the Bordesley division of Birmingham. He was a keen advocate for Land Reform. He was an associate of Joseph Chamberlain.
